Where does complete recklessness end and conscious neglect of animals begin? The Katowice resident could not answer this question. She cared for seven dogs and four rats in critical condition. The animals were hungry and sick. During the intervention, it was almost necessary to force the front door of the apartment. According to the services, the 41-year-old woman had no complaints when it came to animal care.

The Department for Combating Economic Crime is a specialized and separate organizational unit of the Capital Police Headquarters that carries out operational and procedural tasks in the field of recognition, detection, disclosure, prosecution and prevention of economic crimes. Police officers from the Katowice police station also take care of animal protection. That’s why, after receiving a report about a possible crime involving pet abuse, they had no intention of waiting for a tragedy to occur.
The police officers, accompanied by the district veterinary inspector, went to the given address in the center of Katowice, where there were apparently seven dogs and four rats in a small apartment. Their owner did not want to open the door, so it was decided to force the door and the firefighters were called for this purpose. However, before their arrival, the woman voluntarily agreed to allow the services to enter the premises she occupied. The sight they would see after entering would terrify many pet lovers or owners.
Police took away seven extremely neglected dogs and four rats from woman
In a small apartment, the woman had up to seven emaciated dogs which, according to the veterinary inspector, were in a state of serious neglect and untreated illnesses. The doctor found numerous signs of healing from old fractures. Starving animals had their ribs visible through their skin. At the sound of the refrigerator opening, they immediately ran to the kitchen and surrounded the police, hoping to recover at least some leftovers.
The four rats present in the apartment did not have better living conditions; they were in as critical a condition as the dogs. Despite rapid help, one of the rats did not survive.
Owner will be charged with animal cruelty
By decision of the District Veterinary Inspector, all animals belonging to him were placed under professional care in an animal shelter. There they were fed, bathed and subjected to detailed veterinary examinations. According to Commissioner Agnieszka Żyła, press officer of the Katowice Municipal Police Headquarters, one of the dogs was placed under medical observation.
Actions in this area are underway. The owner was questioned and had to explain why she refused to give veterinary help to the dogs and rats, despite their numerous illnesses.

We would like to remind people that abuse can take many forms and that social indifference is tacit consent to harm. Neglect, not without reason described as a hidden form of abuse, constitutes a violation of the animal owner’s duty of care. Under the law, failing to meet the basic biological and mental needs of creatures that depend on us is also classified as animal abuse, punishable by up to 3 years in prison.
